Our condolences
to PALS staff Kate Mewes, Brenda Roman and Laura Chappell, on the death of their mother/grandmother, Vivian Gregory, this week. Our thoughts and prayers are with them and their families during this difficult time.

Deadline for PALS Board Nominations is April 18
The PALS Board of Directors will have five vacant seats starting July 1, 2007. The vacancies needing to be filled are: 3 public library trustee seats, 1 special library seat and 1 academic library seat. All seats will serve three year terms except one public library trustee who will serve a two year term. If you would like to self-nominate or know anyone that is interested in applying for these vacancies, please go to the nomination form. Nominations will be accepted through April 18, 2007.

Nominations Are Now Being Accepted for the FY2008 PALS Librarian's Advisory Committee
Nominations are sought for the Librarians Advisory Committee from persons working in the Freeport, LaSalle, Rockford, Shorewood, and Sycamore neighborhoods. Terms of office are for two years beginning July 1, 2007. The Librarians Advisory Committee is comprised of 15 representatives. Eight representatives are elected and seven are appointed by the PALS Executive Director. The committee's elected representatives who will be serving the second year of their term in FY2008 are Ava Ketter (Coal Valley), Cynthia Fuerst (Kankakee), and Gail Wright (Sterling). Nominees are being sought to represent the four remaining PALS neighborhoods for FY2008-2009. Self nominations are welcomed. Nominees should complete the online form or send a paper form to Cori Swanson at the Coal Valley Service Center (CVSG) no later than May 11, 2007.

PALS Day 2007
PALS Day 2007 will be held on Friday, April 27, from 9:30 a.m. to 3:30 p.m. at Starved Rock Lodge in Utica, IL. Find more information on the PALS website or print off the attached brochure. Registration for PALS Day is limited to 225, and we have more than half that number registered already, so don't delay! Register for the event in CLeO. We have reserved blocks of hotel rooms at Starved Rock Lodge for both Thursday and Friday nights. If interested in staying, please call the hotel and tell them you would like one of the rooms in the PALS block. Rate is $70 single or $80 double occupancy, but deadline to get this rate through the PALS block is March 26. An extra feature at this year's PALS Day is that Peggy Barber of Library Communications Strategies will be providing 15 minute one-on-one consultations with member libraries on their promotional materials or questions they have about marketing for their libraries. Fall 2007 LTA Classes at Rockford and Coal Valley Service Centers
Attention library support staff! Are you looking for opportunities to learn more about the library world? Are you looking toward advancement in your current position or in your career? Then the LTA (Library Technical Assistant) Program may be for you. In past years, PALS has offered the LTA program from the College of DuPage via videoconference at both the Rockford and the Coal Valley Service Centers. We are considering offering this opportunity again in fall 2007.

New Important Training Opportunity
The Illinois State Library Literacy Office, the Illinois Community College Board and the Center for the Application of Instructional Technology at Western Illinois University are working together to implement a statewide training program for local libraries concerning the GED-Illinois (GED-i). GED-i allows an adult learner to use the Internet to study for the GED test. Since libraries are often a place for learners to obtain computer access, librarians need to know what the GED-i is and how to support adult learners who are using libraries to access this instructional option.

Librarians across the state will attend regional training sessions that are scheduled to start in April and end in July. The training will show librarians how to work closely with adult education agency staff to enable the adult learner to use GED- i. The training will provide solid information to librarians so they can make appropriate referrals to GED-i. Finally, the training will provide a source of information to the public in the library's local area on what the GED- i is and how to use it.

Training sessions are set for the following dates and locations:
April 18 - Galesburg Public Library
April 27 - Decatur Public Library
May 10 - Edwardsville Public Library
May 11 - Marion Public Library
May 14 - Berwyn Public Library
June 29 - Wilmington Public Library
July 13 - McHenry Public Library

The training workshops will run from 9:30 a.m. to 3:00 p.m. The morning session will explore the GED-i program and website. Library staff and adult education staff will participate so that regional partnerships can be formed between the libraries and the local adult education agency such as community colleges. In the afternoon, a session for the public on the GED-i will be presented with both library and adult education staff present. The afternoon session will be presented so that the session can be replicated locally in the future by the library-adult education partnership team. Public libraries have been notified about the workshops and have responded if they are interested in participating. A panel of journalists will join in for the second half of the program for a Q&A session with Thom and attendees. Our Meet the Press panel: Mary Ann Fergus, Chicago Tribune reporter; Burt Constable, Daily Herald editorial writer; Carol Goddard, Pioneer Press news editor

Professional relationships are founded on common understanding, mutual self-interest, and ideally a good rapport. It takes time to develop those relationships—but once they're built the task of pitching stories will be much easier. In this session participants will learn:
• How to build a relationship with members of the press
• How reporters and editors work—the daily routine, the elements of stories and story “formulas” that journalists need to get stories past their supervisors
• Who is really responsible when a horrible headline shows up over a wonderful story

The session will offer both new ways of thinking about taking advantage of news opportunities and concrete takeaways.

Milne-Kelvin Grove School District 91 LRC Coordinator, Sharon McCartan Bruemmer, announced that two schools in the Milne-Kelvin Grove School District 91 are among the 2,000 libraries selected from across the country to receive the We the People "Pursuit of Happiness" Bookshelf. Bruce Cole, Chairman of the National Endowment for the Humanities will recognize the Kelvin Grove School and the Milne Grove School Learning Resource Centers for their participation in the We the People "Pursuit of Happiness" Bookshelf project.

O’Keefe Library at St. Ambrose University is pleased to welcome Cassie Moon as the new Head of Technical Services. Cassie started work March 19th. Cassie comes to us from Pearson Educational Measurement in Iowa City. Prior to that she worked at Endeavor Information Systems, and as a cataloger at Auburn University in Auburn, Alabama.

Vanished: German-American Civilian Internment, 1941-48
During WWII, the U.S. Government interned 15,000 German-American civilians, including citizens and 4,058 Latin-American Germans brought here and later exchanged for Nazi-held Americans. Perhaps the least known chapter of American WWII history, its legacy has implications for today.
Housed in a school bus converted into a mobile museum with its own 21-seat theater, VANISHED illustrates this unknown story through narrative texts, artifactsand multi-media. Teaching materials are available online at http://www.traces.org

Local Author Fair
The Kankakee Public Library is kicking off National Library Week with a celebration of local literature! Saturday, April 14 from 10:00am to 2:00pm bring the whole family to the Kankakee Public Library to meet and greet over 40 local authors who will have copies of their books available for sale and to autograph. “We’re very excited to be hosting this. We believe that this is the first event like this in Kankakee County”, says Kankakee Public Library Director Cindy Fuerst. Fiction authors will have tables on the Library’s first floor, children and teen authors will be on the second floor and non-fiction authors will be on the third floor. This is a free event and it is open to the public.

Libraries wanting to offer up materials can email to Prairie Views, providing the following information:

*Title(s) of the items discarded

A list will be compiled for inclusion in the weekly Prairie Views newsletter. Anyone interested in freebies are to contact the library directly, (no earlier than Monday following the listing). Members are responsible for making their own arrangements. The PALS van delivery may be available for transporting items, as space and time permits.

PALS Members - please remember that you are asked to not request or release any items whether they are Free or For Sale until Monday following the publication of the announcement in Prairie Views. Grant for ISLMA Members to Attend AASL Conference
This year Bound To Stay Bound, a supplier of children’s and young adult books, would like to award two grants to members of ISLMA to help defray the costs of attending their first American Association of School Librarian's Conference in Reno, Nevada, October 25-28, 2007. The grants will be in the amount of $750 each and the ISLMA Grants and Awards Committee will determine the two winners. Learn How Your Library May Join an Electric Power Purchasing Cooperative and Be Able to Save on Its Electric Bill
Another step in the deregulation of electricity arrived this year. Effective January 2, all commercial and municipal accounts have begun paying higher costs. This is particularly noticable in the Commonwealth Edison service area where most municipalities and libraries are facing 20% to 40% increases.The library systems in Northern Illinois (DLS, MLS, NSLS, and PALS) are working with NIMEC (Northern Illinois Municipal Electric Cooperative) to help libraries save money on electric bills.

NIMEC (Northern Illinois Municipal Electric Cooperative) has successfully banded together 120 municipalities, park districts, and libraries and negotiated lower rates by getting bids from companies licensed to provide electric power in Illinois. To date, NIMEC has aggregated $25 million of purchasing power and saved its members $9 million. While savings vary depending on useage and other factors, libraries in the Commonwealth Edison service area should be able to save 5% or more through May 2008 by participating in the Cooperative. Participation in NIMEC generally requires board approval and runs from time of sign-up through May of the following year.

Informational sessions lead by NIMEC will be scheduled for PALS and DLS shortly. To date informational sessions have been set for April 24 and April 26 at MLS and NSLS, respectively. If it is convenient to attend a session at MLS or NSLS, you may register through their websites. Information for the DLS and PALS meetings, which are likely to be scheduled for late April or early May, will be distributed shortly.

Construction Grant Workshops
The State Library will present four workshops this spring on the FY2008 Live & Learn Construction Grant Program for libraries interested in the program or considering applying for a grant this coming fall. ISL Staff will review the specifics of the program and discuss the application process. Registration is required and can be made through the State Library's CLeO website. The locations, dates and times are:

Barcode Certification Failure
Cataloging standards provide the foundation for achieving reliable online access to the vast information resources contained within the collections of Illinois’ multitype libraries. The Illinois Statewide Cataloging Standards are not intended to serve as a manual of data entry procedures. Rather, the intent is to prescribe adherence to nationally accepted cataloging standards and guidelines that are crucial to the viability of shared bibliographic databases. Selecting the correct record already in the local database, attaching and adding your holding only, with no editing to the bibliographic record, will be tested for in the Barcoding Level of the certification. The Barcoding test is the foundation to the next two levels of certification, Copy Cataloging and Original Cataloging.

PALS has developed the following course of action should a staff member of a PrairieCat Library fail the Barcode Certification Test 3 times. The supervisor will be notified when a staff member has failed the test for the 2nd time. Staff will still have their cataloging privileges in PrairieCat while in the Barcode School program to do their job, provided they follow the course of action outlined below. Upon notification of the 3rd failure, the staff person will have 3 months to attend Barcode School and retake the test. Barcode School is a half day training session that will cover matching and use of the Sirsi cataloging module. The staff member will be required to attend this training at the appropriate Service Center. After they have attended Barcode School, they will have one final opportunity to take the Barcode Certification Test. If they fail the test at this time, they will lose their cataloging authorization and access to PrairieCat. Extended Deadline
In order to allow ample time for member staff to prepare and/or receive training before they take the Barcode Certification test, PALS has extended the deadline for Barcode certification. Those libraries that have been using Sirsi - HAL and QL libraries - now need to be certified by December 31, 2007. Those libraries that are new to Sirsi will now need to be certified by June 30, 2008.

How Do Your Library Salaries Measure Up? Consult the Library Salary Database for Industry-specific Information
CHICAGO - The Library Salary Database is a new easy-to-use tool that gives you instant access to the most comprehensive and accurate source for library employee salary information from a trusted source -- the ALA-APA: the Organization for the Advancement of Library Employees and the American Library Association (ALA) Office for Research and Development. The Salary Database is available via the Web, and features salary information from the most recently published ALA-APA annual salary surveys of library workers. The database details more than 65 librarian and non-MLS positions in academic and public libraries. Users may search for salary information by position, library type, state and/or region. "The database is an excellent tool for individuals and institutions," said Jenifer Grady, director, ALA-APA. "Now employees or employers can easily find salary information that can assist with job searches, performance reviews, professional research, budgeting, or salary comparisons with similar institutions."

A 30-day subscription is available at a special rate of $30 from April through June, after which the price will increase to $50. While Legislators Are Out of Session
The Illinois General Assembly is currently out of session and on a two week spring break until April 17th. This gives us an opportunity to contact them on bills of interest to us, or to let them know why we're against a particular bill such as HB 1727 (mandatory filters and $100 per day penalty). Below are some tips for contacting your legislators:

Phone calls make an impact. Legislators and their aides keep track of how many calls they receive on an issue and can help persuade them as to how a bill concerns their constituents.

Phone calls are better than e-mails. Legislators and their aides know that an e-mail is easy to send and doesn't take much effort. Phone calls, on the other hand, represent a willingness on your part to take more time and energy to express your view.

Keep phone calls brief and respectful. It would be very rare that the aide listening to you would speak back to you. I'm not aware of this ever occurring, so there's little to fear in making the call. The aide possibly might let you know that the legislator is voting differently than you'd prefer. Just state why you hope the legislator would consider your points.

Provide your feedback. This information can be helpful for Bob Doyle and Kip Kolkmeier, ILA lobbyist, when he talks with legislators and tries to persuade them. Forward your comments to inaram@palsnet.info.

If you need transportation from any of our service centers, or transportation from Mendota at the conclusion of the delegates meeting, please be sure to register on CLEO so we save a spot for you. PALS is making it possible to meet your needs whether this is for a one day round trip on Thursday, April 19th, or for participation in Wednesday's dinner with Kip Kolkmeier, ILA's lobbyist and the breakfast with our legislators in the atrium of the state library. The second choice requires that you make reservations for the dinner and/or breakfast as well as making your own reservations for lodging. Any questions? Library Umbrellas
April showers might bring May flowers, but rain doesn't restrict itself to April only. An umbrellas is just a good thing to have handy. If you didn't order a library umbrella last year and would like one for the march to the capitol at this year's ILD (Illinois Library Day), or, as a new option this year, umbrellas may be ordered even if you're unable to participate in ILD. These umbrellas will get to you through PALS but must be ordered and paid for by you. The blue/white stripe umbrellas, identical to last year's, may be ordered online at https://www.ila.org/events/reg_ild.htm for $10 each. Last year, the umbrellas sold out before ILD. Place your order as quickly as you can in order to be assured that your order can be filled. They make for a good item to present to your trustees or staff.

Just So You Know

Figge Art Museum’s Library Now Open
The Figge Research Library is a non-circulating collection devoted to fine art. Holdings consist of 8500 books and 26 periodical subscriptions, with an emphasis on regionalist, Haitian, and Mexican Colonial art. Volunteers are on staff to assist users in needing research materials. Located on the museum's 2nd floor, the library can be accessed with paid museum admission or through a free pass obtained at the visitors' desk (good for library use only). The library is open Thursdays 10:00 am to 9:00 pm. All hours may not be covered due to volunteer staffing - users are encouraged to call ahead to be sure a volunteer is on duty.

Need Help Finding Grants and Writing Applications?
The Donors Forum of Chicago has announced its upcoming sessions through August. Sessions offered include prosposal writing, capital campaigns, and building strategic relationships. The DF Library also offers free orientations to the resources at the Downtown office and orientations are offered at each of the Suburban Philanthropy Centers at College of DuPage Library, Schaumburg Library, Prairie State College Library, and the College of Lake County Library.
